  Housing Authority board asks for the immediate removal of The Community Builders as property manager; HUD says management at Park DuValle improving.

  The Community Builders resumes management. HUD says “severe management problems continue to exist at Park DuValle.”

• Sexual favors

  The Community Builders relinquishes management at Park DuValle following allegations that assistant property manager Billy Carter offered to place female housing applicants in apartments in exchange for sexual favors.

  Independent auditor finds that The Community Builders failed to comply with public housing regulations “in almost all the areas reviewed.” Mandatory annual inspection reports can be found for only a small percentage of tenants.

  1940s: Park DuValle is established as a neighborhood, named for the surrounding parks and Lucie DuValle, the first female principal of a Louisville public high school to have a school named after her.
