Willie Lloyd was at one time a leader of the Vice Lords. In 2003 he was shot six times in Garfield Park. He had an attempted assasination two times prior.
In the mid '90's the Vice Lords had created the "Lords of Islam". This was a document that laid the new rules for the gang. There headquarters was referred to as the Holy City. During this time they started to expand to mortgage fraud, credit card froud and money laundering
In the early 1980's Perry and Alfred had died. Gore at this time is in prison for murder. Terrell Adams was trying to conceal the true motives of the Vice Lords. He tried to conceal their intentions by addapting Islamic ideologies.
At this time David Dawley, Alfoso Alfred, and bobby Gore applied for a grant of $275,000 from the Rockefeller Foundation. Regretfully the Rockefeller Foundation accepted the request and gave them the grant. During this time the Vice Lords were getting bigger and bigger by taking in smaller gangs. Some of these gangs include: the Cherokees, the Morphines, the Commanches, the Continental Pimps, the Imperial Chaplains, the Clovers, the Cobras, and the Braves. Even though they clearly bad violent people, the people of Chicago only thought that the Conservative Vice Lords were being undermined by gang members.
By this time they have been commited with crimes such as: robbery,theft,battery, assaults,intimidation and extortion.
They have now become significant enough to be considered a threat, their violent behavior and have been feared by this time.

The Vice Lords begun. They started out as a simple "club". This so called "club" was founded by several african american youths. The leader at the time was an Edward Perry.They were all originally from North Landale. When the Vice Lords were founded the members were incarcerated at St. Charles Juvenile Correctional Facility. They used vice because it means to have a tight hold.
Currently their member total is anywhere from 30,000-35,000 member. It is the second largest gang in Chicago.
