2. Senator Henry Clay of Kentucky proposed a Compromise that dealt with the select issues of slavery and states. Senator William Seward of New York spoke for the North and wanted to admit California as a free state right away. Senator John C. Calhoun of North Carolina represented the South and thought making California a free state would cause a disruption between the North and South. Vice President Milliard Fillmore signed the Compromise when President Taylor died.
3. There were already 11 free states and 11 slave states. People were arguing about California tipping the odds as the 12th free or slave state.
