The founder of the Ancient Mariners and the First Victorian Sea Scouts. Appears to be the same person but not proved beyond doubt.
After a long illness Captain Charles Atkins died at his home, Goodrcst, Toorak road, South Yarra, yesterday, aged 79 years.

From "Those Boy Scouts" At the beginning of June, 1919, Admiral of the Fleet, Viscount Jellicoe, visited Victoria, and on his arrival members of the Boy Scouts' Association lined the road from the end of St Kilda pier to the Esplanade. On 12th June accompanied by Admiral Sir William Cresswell and a member of his personal staff he paid a visit to the headquarters of the Victorian Sea Scouts. Two lines of Sea Scouts were drawn up on the landing of the Albert Park Lake,outside the headquarters and on arrival of the Admiral, the Royal Salute was sounded by the buglers. Admiral Jellicoe inspected the Scouts and said a few pleasant words to the officers and boys. A large crowd assembled to see Lord Jellicoe and the demonstration given in his honour by the Sea Scouts. Afterwards, he was entertained by the members of the Ancient Mariners' Society who made him an Honorary Member and presented him with a copper mounted walking stick made from copper and oak from H.M.S. Fondroyant, Lord Nelson's flagship after the battle of the Nile. The lower band of the mounting on the stick came from H.M.S. Victory, Lord Nelson's flagship at the battle of Trafalgar. Lord Jellicoe, in acknowledging the gift, said he would treasure it amongst his most precious heirlooms. The gift was enclosed in a casket of Australian oak made by the Mate of the Society Mr. T. H. Flere.

Soon after the formation of the Ancient Mariners (a fellowship of men who spent their early days at sea) the members decided that it would be a good thing to foster the love of the sea among young Australians. With this object in view a Sea Scout Association, affiliated with the British body, was formed, and a commissioner appointed for Victoria.
This organisation became very popular with boys but, owing to the lack of a clubroom and facilities for going on the water the facilitics of the association were, hampered In order that the boys might run no unnecessary risks while learning to "hand, reef, and steer,' the Albert Park lagoon was selected as he headquarters, and an 18ft sailing boat, supplied by the Ancient Mariners, was used to teach the scouts the rudiments of seamanship. Lately there has been placed under offer to the Sea Scouts land abutting ou the lake, containing a boat shed 90ft by 25ft, piers a slipway, and a six roomed house suitible for a caretaker The Ancient Manners, who are of the opinion that this would be an ideal club house and boatshed for the boys are exert- ing every effort to purchase it for their use The Mariners have guaranteed £100. A further sum of £250 is required to complete the deal. It is proposed if the building be secured, to set aside regular evenings for the purpose of instructing boys- in all matters relating to the merchant service. The shipping companies hav e promised to support the movement, and later on will take the boyss who show aptitude for the sea for short voyages in their vessels. In order that the buildings may be secured with as little delay as possible subscriptions are invited from the public for the purchase of the Albert
Park site. These will be received by Coun- cillor Frank Davies (captain of the Ancient
Manners) at the Melbourne Town Hall

From the Book "Those Boy Scouts"... Captain A. E. Kane and Captain E. Jones were appointed Commissioner and Assistant Commissioner, respectively for Sea Scouts in Victoria. The Ancient Mariners' League were primarily responsible for the start of the 1st Victorian Sea Scouts and other Sea Scout Troops.
At a social evening held at the Port Phillip Yacht club room at Sandringhamon Saturday evening Captain Kane, of the Ancient Mariners Association and chief scout commissioner of the Sea scouts in Victoria, spoke on the movement and its

Sir-Will you grant m a small space in which to approach men wher have served on deck either in the Royal navy or our mercantilee marine for the purpose of form- ing them into a social association. There are a fair number of shellacks among us, helping in many useful ways to build our State and I feel much pleasure would be derived by them if they could meet and swap yarns occasionally. If such will for- ward me their nams and addresses I shallbe happy to bring about a meting for the launching of a Soiety of Ancient Mariners of victoria. -
