The Community Development Block Grant Recovery funding "Ike Plan" was ammended (Amendment No.6 DCEO, pending HUD approval of this plan amendment). The amendment will also consider funding projects that include a holistic recovery buyout for Gulfport.
The lesson learned is that Henderson took a proactive approach, and DCEO listened to the request and amended the plan.

An Extensions program provides funding for Hazard Recovery and Mitigation facilitation. Community Assessment Development and Development Services (CADS) provides funding for communities and organizations throughout Illinois to be effective in identifying assets and finding solutions to meet needs. CADS will serve these communities and organizations by providing specialized information and services. This will be accomplished by Extension staff who focus on providing reliable data, offer assessment and evaluation services, and provide training and information for decision-makers.

Mercer, Henderson, Hancock, and Pike counties worked on grant applications.
Carrie worked directly with Henderson County volunteers to determine next steps, goals, and objectives for the development of the community.

Henderson County was still underwater. Carrie helped the county determine the potential for buyout projects. Also, in these pre-applications they did applications for planning grants because they needed a FEMA approved mitigation plan to receive funding for additional recovery efforts.

SPRINGFIELD, Ill. -- Nineteen counties were designated for additional assistance as part of Illinois' federal disaster declaration, four for Individual Assistance (IA) and 15 for all categories of Public Assistance (Infrastructure), according to officials from the Federal Emergency Management Agency and the Illinois Emergency Management Agency (IEMA).
This announcement brings the total number of counties designated for IA to 18 with today's addition of Calhoun, Jersey, Rock Island and Whiteside. Other counties previously designated for individual assistance are: Adams, Clark, Coles, Crawford, Cumberland, Douglas, Edgar, Hancock, Henderson, Jasper, Lake, Lawrence, Mercer and Winnebago.
