The project is scheduled for a public hearing with the city council. If it is approved, then the permit is granted. If it is denied, then the developers can appeal to the courts.
In an informal meeting, the city staff identifies which permits are necessary for the development, then they indicate if they will or will not support the project.
The developer submits copies to the city who distributes it to its departments such as planning, zoning, engineering, utilities, public works and fire department.
The developer and his/her consultants prepare a concept plan of what they would like to do on a particular piece of property, and identify problems and issues or where their project conflicts with the city code.
