"That we shall make war together and make peace together. We shall give generous financial support, and an understanding on our part that Mexico is to reconquer the lost territory in New Mexico, Texas, and Arizona. The details of settlement are left to you."
After the Germans sunk the French passenger vessel Sussex, the U.S threatened to cut dipolomatic relations with Germany. The German government then promised not to sink liners without warning or without ensuring the passengers' safety.
In response to the British blockade around Germany, Germany continued unrestricted U-Boat activity. On March 28, 1915, the Lusitania was sunk. Approximately 1200 passengers drowned, and 128 Americans were killed.
