About PRPC The Philippines Refugee Processing Center (PRPC) was a large facility near Morong, Bataan, Philippines, which was used as the final stop for Indochinese refugees making their way to permanent resettlement in other nations. Opened in 1980, PRPC was located to the south of Subic Bay and north of the Bataan Nuclear Power Plant. The camp prepared Vietnamese, Cambodian, and Laotian refugees, including ethnic minorities (such as Chinese) from those three nations, for immigration to a variety of resettlement nations such as Canada, Norway, Australia, France, and primarily the United States. PRPC was funded by the United Nations High Commissioner for Refugees and was capable of holding up to 18,000 refugees at any one time. Coupled with a large population of Filipino and third-country employees, PRPC operated like a small city with schools, hospitals, libraries, restaurants, sports facilities, fire brigades, sewage treatment facilities, power generation facilities, water treatment centers, markets, and houses of worship for four religions.

Từ nay về sau, những thuyền nhân Việt Nam kiếm cách nhập cảnh Hồng Kông với thân phận những người di tản vì vấn đề kinh tế sẽ bị coi là những người nhập cảnh phi pháp. Là những người nhập cảnh phi pháp, họ sẽ không có chút khả năng nào để được đi định cư tại nước thứ ba, và họ sẽ bị giam cầm để chờ ngày giải về Việt Nam." Sử dụng để chỉ đến người ViệtThông cáo này được phát thanh nhiều lần trên RTHK, một trong những đài radio với nhiều thính giả nhất tại Hồng Kông. Vì thông cáo này sử dụng một ngoại ngữ, nhiều người Hồng Kông nhớ được câu đầu tiên "bắt đầu từ nay". Họ thường phiên âm thành "北漏洞拉" hay "不漏洞拉". Dần dần, nhiều người bắt đầu sử dụng "bắt đầu từ nay" để chỉ đến người Việt. Tuy nhiên, câu này được xem là xúc phạm và thậm chí kì thị chủng tộc. Một số người Hồng Kông không hiểu nghĩa của câu này tưởng nó có nghĩa tốt hay có nghĩa tương tự như "xin chú ý", "bạn thân mến", "chào đồng chí", hay "chào". Sau khi chính quyền cộng sản lên cầm quyền tại Việt Nam (miền Nam và Bắc) sau sự kiện 30 tháng 4, 1975, một làn sóng thuyền nhân khổng lồ rời Việt Nam. Với tin tức về thuyền nhân phải đương đầu với sóng gió biển Đông và hải tặc, dư luận quốc tế rất thông cảm với thân phận của những người này. Nhiều quốc gia hứa sẽ nhận những người thuyền nhân này và họ được tự động xem là người tị nạn theo công ước quốc tế. Vào năm 1988, chính phủ thuộc địa Hồng Kông chấp hành chính sách Kế hoạch Hành động Toàn diện (Comprehensive Plan of Action - CPA) nhằm ngăn chặn số thuyền nhân rời Việt Nam. Sau thời hạn chót là 16 tháng 6 năm 1988, những thuyền nhân Việt Nam đến Hồng Kông không còn được tự động xem là người tị nạn. Họ phải được phỏng vấn và lọc trước khi được công nhận là người tị nạn. Những người không được công nhận là tị nạn bị giải về Việt Nam. Để thông báo chính sách này, chính quyền Hồng Kông dùng Radio Television Hong Kong (RTHK), đài truyền thanh quốc gia để thông báo các thuyền nhân. Chính quyền muốn cho những người thuyền nhân nhập cảnh vào Hồng Kông biết là họ có thể bị giải về Việt Nam, nhằm ngăn cản việc họ đến Hồng Kông. Thông cáo trên radio được phát thanh nhiều lần mỗi ngày. Tuy người Hồng Kông không hiểu tiếng Việt, nhiều người nhớ được thông cáo vì nghe thông cáo này nhiều lần.

Vietnamese Boat People - Journey to Freedom
The plight of the boat people became an international humanitarian crisis. There were untold miseries, rapes and murders on the South China Sea committed by Thai pirates who preyed on the refugees who had sold all their possessions and carried gold with them on the trips. The UNHCR, under the auspices of the United Nations, set up refugee camps in neighbouring countries to process the "boat people". They received the 1981 Nobel Peace Prize for this. Camps were set up in Malaysia, Thailand, the Philippines, Hong Kong, and Indonesia. According to stories told by the Vietnamese refugees, the conditions at the camps were poor. The women and children were raped and beaten. Very little of the aid money donated primarily by the United States actually got to the refugees. Refugees at Thai camps were maltreated and many were brutally bullied by the Thai guards. Some 77% of refugee boats leaving in 1981 were attacked by Thais.[5] 863 Vietnamese were known to be raped, 763 people physically attacked and killed, and 489 people abducted. Most of the refugees came from the former South Vietnam. However, soon after the first wave between 1975--1978, North Vietnamese from seaside cities such as Haiphong started to escape and land in Hong Kong. Among them were genuine ethnically Chinese Vietnamese refugees who escaped from Vietnam and headed to China and Hong Kong.

Trinh Doan's Refugee Journey - Vietnam, 1979
After Trinh Doan's home city of Da Nang fell to the North Vietnamese in 1975, her father -- a university professor -- was sentenced to indefinite house arrest. Four years later, her family made a two-week voyage in a wooden boat, 550 miles across the South China Sea to Hong Kong. They got help there from the International Rescue Committee (IRC), and two years later an IRC representative met their plane on a chilly October day in Green Bay, Wisconsin. Doan graduated from Georgetown University, received an MBA from the Wharton School, and is now a managing director with Bank of America. Thong Nguyen's father was a ranking member of the South Vietnamese military and in 1975, with Saigon about to fall to the North Vietnamese army, flight was the only option. The family reached New York, and for a year, Nguyen, his parents and five siblings lived in a small apartment on the Upper West Side. Nguyen later won a scholarship to Columbia, earning a mechanical engineering degree, then an MBA. Today he is the San Francisco-based West Division Executive of US Trust, Bank of America Private Wealth Management. He also serves as a member of the Bank of America's Diversity and Inclusion Council, and is on the boards of the San Francisco Ballet and the New York-based Partnership with Children. Around one million northerners, mainly minority Catholics, fled south, fearing persecution by the communists, following an American propaganda campaign using slogans such as "The Virgin Mary is heading south," and aided by a US funded $93 million relocation program, which included ferrying refugees with the Seventh Fleet. It is estimated that as many as two million more would have left had they not been stopped by the Viet Minh. The northern, mainly Catholic refugees were meant to give Diem a strong anti-communist constituency. Diem later went on to staff his administration's key posts mostly with northern and central Catholics. In addition to the Catholics flowing south, up to 130000 'Revolutionary Regroupees', went north for "regroupment" expecting to return to the South within 2 years. The Viet Minh left roughly 5000 to 10000 cadres in South Vietnam as a "politico-military substructure within the object of its irredentism." The last French soldiers were to leave Vietnam in April 1956. The PRC completed their withdrawal from North Vietnam at around the same time. USS Whipple rescue August 22, 1978
On August 22, 1978, USS Whipple FF-1062 in the South China Sea came across this 60 foot boat with 417 Vietnamese refugees. In already heavy seas and an approaching storm, the decision was made to bring all people aboard Whipple. They were turned over to UN refugee officials in Hong Kong a few days later. This was considered one of the first large scale rescues of at sea Vietnamese refugees.

I used the existing music from a karaoke music DVD to write new lyrics on. Most Chinese people around the world know this song because it was sung by a Taiwanese singer named Teresa Teng. The new lyrics were written in Vietnamese. -----------------------The main ideas in Vietnamese were that I was a boat people (ie refugee). I left Vietnam looking for peace and (freedom). I talked about my trip out of Vietnam. It was risky. There was a lot of separation of family members. I was rescued because of the grace of God and the love of the human beings. Without their blessings, I would never have made it here to (America).
