Chavez Ravine was a Mexican-American run down community north of downtown. Congress passes the Federal Housing act which destroyed the buildings in Chavez Ravine to build houses.
Hispanics wearing zoot suits are walking in downtown L.A. Some people in the Navy see them and aren't happy that people they are fighting for are wearing zoot suits as a form of protest. The Navy people started beating up the zoot suiters, and one of the men in the Navy was stabbed.
