the constitual act 1791 the British parliament creating upper cannada and lower cannada came into effect on December 26 having recived royal assent the preceeding June.
in febuary 1784 the Quebec Gazette anounced two settlements opening upin Gaspe. The refugee loyalists who had been in camps for years were clambering to settle on lands promissed to them by the goverment.
