Hawaiians lost control of a $5 billion Trust Asset By Office of Hawaiian Affairs Trustee Rowena Akana: On December 14, 2006, the board of trustees authorized the Administrator and Chair Haunani Apoliona to negotiate with the Governor and the Federal Government so that OHA could have a meaningful role in the coordinated management of the Northwestern Hawaiian Islands Marine National Monument (now known as Papahanaumokuakea) that was established by George W. Bush through Presidential Proclamation 8112 of June 15, 2006. During the vote, I expressed my deep concerns that OHA's role should not be just limited to the oversight of the cultural and historic consultation aspects of Papahanaumokuakea but also the proper management and protection of its fishing resources. After the Proclamation, Papahanaumokuakea was managed through a Memorandum of Agreement (MOA) between (1) the State Department of Land and Natural Resources, (2) the US Department of the Interior's US Fish and Wildlife Service, and (3) the US Department of Commerce's National Oceanic and Atmospheric Administration. I was concerned that OHA was left out and asked the Administration if OHA could be added to this MOA at a later date. They said, "Yes." Flash-forward to four years later and OHA is still not a part of the MOA and we are getting reports that Hawaiians are having a difficult time accessing Papahanaumokuakea and continuing their traditional practice of subsistence fishing. Tropical Storm Aila struck southern Bangladesh and eastern India on May 27, 2009. The New York Times reported that floods and mudslides killed at least 191 people and left hundreds of thousands more homeless. As of May 27, the death toll was expected to rise. The Moderate Resolution Imaging Spectroradiometer (MODIS) on NASAs Terra satellite captured this true-color image of Aila on May 25, 2009, the same day that the storm temporarily strengthened to a Category 1 cyclone. Aila almost completely fills this scene, stretching from the Bay of Bengal deep into India, Bangladesh, and Burma (Myanmar). On May 25, Ailas wind speeds ranged from 74 kilometers per hour (46 miles per hour or 40 knots) to 120 kilometers per hour (75 miles per hour or 65 knots). According to the Associated Press, some 2.3 million people were affected by Aila, many of them stranded in flooded villages. Storm surges in Bangladesh flooded agricultural areas with salty water. Home to roughly 25000 residents, the coastal island Nijhum Dwip was reported to be completely submerged. As of May 27, 2009, many rural villages had not yet been reached by relief workers, and the death toll was expected to rise significantly as search and rescue efforts continued. In rural villages like this in Bangladesh, most villagers rely on local shops in the community for their basic needs. When Cyclone Aila came, it destroyed many homes and washed away many stores like this. With the community supply chain broken, many villagers are left struggling to find even the basic necessities.
