Weather Modification Inc. signed a contract with Thailand on December 20, 1996 to help the southeast Asian country get a better grip on its weather - through "cloud modification." In the November 13, 1997, the Wall Street Journal reported that the government of Malaysia had signed a contract with a Russian-owned company to create cyclones to blow pollution out to sea. The BBC reported on March 5, 1998 that Canadian scientist Dr. Graeme Mather "believes he has found the Holy Grail of weather science, in the skies over Mexico his claim is being put to the test. In my opinion, these convective clouds could be made more efficient by using weather modification, trying to produce more water from available clouds," Mather said. In 1998 an American Meteorological Society report conceded that over the past 20 years "experiments had been carried out on lightning suppression." Dr. Barnes interest in lightning had direct military application, particularly the use of a "Laser Lightning Rod to trigger lightning." This would enhance the development of the "Airborne Laser (ABL)." Brzezinski predicted: "Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised. . . . Technology of weather modification could be employed to produce prolonged periods of drought or storm." At least 70 people were injured in the earlier violence close to the landmark Victory Monument. Tear gas and bullets were fired as stones and petrol bombs were thrown. The military suddenly moved forward with a water cannon and a bus was set on fire, the bbc's Alastair Leithead reports. Then the troops suddenly charged, opening fire with live rounds in the direction of the protesters. Monday is the start of a three-day holiday for the Thai New Year and many people have already left the capital for the provinces. Thai Prime Minister Abhisit Vejjajiva earlier declared a state of emergency after the protesters, who mostly back ousted PM Thaksin Shinawatra, stopped a major Asian summit in Pattaya. A leader of the pro-Thaksin party, the United Front for Democracy, accused the army of using excessive force against the protesters. The arrest notices came as nearly 2000 Thai police faced off against thousands of demonstrators demanding the prime minister's resignation at his office compound Wednesday. Protesters have camped in a huge garden outside the Government House offices since scaling fences there Tuesday afternoon. About 500 helmeted riot police forced their way into the compound overnight, briefly clashing with protesters. Police later backed off from the confrontation, establishing themselves inside the compound and mingling with protesters.
