PORT CHESTER, NY — Arthur Furano voted early -- five days before Election Day. And he voted often, flipping the lever six times for his favorite candidate. Furano cast multiple votes on the instructions of a federal judge and the US Department of Justice as part of a new election system crafted to help boost Hispanic representation. Voters in Port Chester, 25 miles northeast of New York City, are electing village trustees for the first time since the federal government alleged in 2006 that the existing election system was unfair. The election ends Tuesday and results are expected late Tuesday. Although the village of about 30000 residents is nearly half Hispanic, no Latino had ever been elected to any of the six trustee seats, which until now were chosen in a conventional at-large election. Most voters were white, and white candidates always won. Federal Judge Stephen Robinson said that violated the Voting Rights Act, and he approved a remedy suggested by village officials: a system called cumulative voting, in which residents get six votes each to apportion as they wish among the candidates. He rejected a government proposal to break the village into six districts, including one that took in heavily Hispanic areas. Furano and his wife, Gloria Furano, voted Thursday. "That was very strange," Arthur Furano, 80, said after voting. "I'm not sure I liked it. All my life, I've heard, `one man, one vote.'" But with 95 per cent of the votes counted, the candidate from the ruling Civic Platform (PO), which investors see as market-oriented and pro-euro, had won 52.6 per cent, the election commission said. Kaczynski, the identical twin brother of Lech Kaczynski, the late president whose death in an April plane crash in Russia led to the early election, trailed with 47.4 per cent of the vote. Komorowski's victory is set to be confirmed when final results are published on Monday afternoon. Kaczynski, head of the Law and Justice party (PiS), had conceded defeat when exit polls had indicated a Komorowski victory, although hours later he briefly nudged ahead of his rival in the count. But as results rolled in from bigger cities, mostly PO strongholds, Komorowski regained the lead. "Tonight we open a small bottle of champagne and tomorrow we will open a big bottle," Komorowski told jubilant party members in Warsaw after his victory became clear. "We thank everybody - the more so that it was an unusual campaign, a difficult campaign held in the shadow of catastrophe." It was a very pleasant early morning in May and after just a short internal debate en route I decided to to follow the Woodside pathway along the Don (5.2 miles). Early during the run one of the local heron was located on the banks of the Don and this was probably the highlight of the journey. Early poll results in Iraq's national elections show a strong lead for State of Law, the bloc led by Nouri al-Maliki, the country's incumbent prime minister, after about a third of total votes have been counted. The party is ahead in oil-rich Basra and Karbala, two of Iraq's three biggest provinces, which have Shia Muslim majorities. Al-Maliki's State of Law is also holding on to leads in Baghdad, whose 70 seats account for more than a fifth of Iraq's 325-member Council of Representatives, as well as Babil, Najaf, Wasit and Muthanna. The poll results have put Iyad Allawi, the head of Iraqiya, a cross-sectarian bloc, ahead in the disputed oil-rich province of Kirkuk, against the expectations of analysts who had predicted it would probably be won by a Kurdish bloc. Allawi is also leading in the Sunni-majority region of Anbar, Iraq's largest province geographically. The results of the March 7 elections have been overshadowed by over 300 complaints of fraud from within Iraq and overseas, which are being investigated by the electoral commission. Al-Maliki has dismissed the allegations, which have come largely from opposition blocs. "We should all believe the election was handled in nothing but a respectful manner and we should comply with its results," he said. But al-Maliki conceded that "there were some cases of fraud, but it has not been enough to upend the election process". Election officials also downplayed claims of fraud. After Presidential Election 2010 Sarath Fonseka refused to accept the election results published by the Election Commissioner. He also said he would consider legal action but did not indicate against whom. There are reports that say Sarath Fonseka is making every possible attempt to leave the country as early as possible quoting him saying "I cannot even leave the country, Rajapakse has blacklisted my passport along with my family, including my daughters' who are still studying in USA".[24] Some newspapers reported that he is seeking asylum in Australia, UK or India. Meanwhile BBC announced that Gotabaya Rajapakse is intending to take legal action against Sarath Fonseka for leaking top secret government information. Later he stated in a press conference that he does not intend to leave the country, rather would stay with the people who voted him to see the justice is established. On 28th Jan 2010 CID began its new investigations on claims made by several ministers of Rajapakse government that Fonseka was planning a coup to remove Rajapakse in case of close election results on 26th Jan. In connection with this investigation, a media institution "Lanka" run by JVP who helped Fonseka during presidential election was sealed on 30th Jan 2010 by the CID.
