Government workers across the state are up in arms on both sides of this issue. Education seems to be in a state of shock - getting hit the hardest by the cuts. REPORTER: Breaking news from Wall Street. Today the chief executives of the six largest Wall Street banks admitted to reaping profits at the expense of higher education institutions from high interest loans, and pledged to end the practice. The move will save schools billions nationally, staving off further layoffs, furloughs, cuts to student services and student fee hikes. Since the financial meltdown that a majority of Americans blame on Wall Street, the Federal Reserve reduced its interest rate for bank borrowing to as low as one half of one percent. Yet the Wall Street firms charged interest rates up to and sometimes exceeding 5 times that when lending to state and local governments and educational institutions, scraping profit off the top for themselves instead of stimulating the economy as they were expected to. This morning, Citigroup CEO Vikram Pandit [VICK-rum PAN-ditt] said, quote: These schools were so strapped for cash they would take any deal they could get. It was working out for us because we could charge them 5 times the interest rate weve been getting money from the federal government for. End quote. Perhaps even worse, banks have kept schools and state and local governments in long-term interest rate swap deals with rates consistently 10 times the current Federal Reserve rate, scraping exorbitant profits off the struggling institutions. Students have carried out rallies at dozens of universities and schools across the United States in protest against cuts to public education funding. Some demonstrations turned violent as students blocked the main gates of a California university and smashed car windows. The fragile state of the economy has forced states in America to make difficult budget decisions, which has meant millions of dollars cut in funding. Raegan Miller, associate director for Education Research at the Center for American Progress, told Al Jazeera the public has felt and will feel the difficult budget choices that have been made. "The students should be upset, they didn't cause the economic mess that we are in," he said. "The revenue situation is so severe which will mean cuts in the classroom, this means especially art, music and physical education which are considered less essential subjects." Al Jazeera's Kristen Saloomey reports from a protest rally in New York.

In a partisan move, Senate Democrats put political posturing over jobs for employees in the Departments of Corrections, Highway Patrol, and common education today, as well as other vital state services today, in direct opposition to Governor Henry, who negotiated the bipartisan budget agreement which they opposed today. Its a curious decision by the Democrats today, said Senate President Pro Tem Glenn Coffee. They are fighting for restoration of a line item, senior nutrition, which they cut in the 2003 budget crisis. In a budget vote on the Senate floor today, Democrats locked up to deny funding for common education, corrections, the state Emergency Fund which pays cities and towns after ice storms, tornadoes and other natural disasters, the state School for the Deaf, state School for the Blind, Department of Public Safety, Military Department, Agriculture, Conservation and other agencies. I find it curious that these Democrat political leaders will jeopardize the jobs of troopers, prison guards and education in an election year, under the guise of protecting Oklahomas seniors, yet forgot all about those same seniors in a past budget crisis when they had unfettered control of the Oklahoma legislature, Coffee continued. The hypocrisy meter is spinning out of control. They complain about not having a seat at the negotiating table, yet the governor and his budget negotiator, the Democrat State Treasurer, negotiated this bipartisan agreement on their behalf, Coffee added. In order to protest proposed budget cuts of $110 million dollars, UNLV, CSN and NSC students and faculty gathered together Tuesday Feb., 9th in a walkout, where they did just that, walked out of their classes for the day and marched to the Grant Sawyer building where legislators were meeting to discuss budget cuts. Students marched and protested outside in the rain for almost 3 hours in order to save their education. This is my coverage from the event.
