On Friday the US Congress is set to compromise on a new budget. Failure to pass a new budget would result in a government shutdown. Kristen Soltis, the director of policy research at The Winston Group argues that even if the budget is passed the greater concern is about the next fiscal year because some serious spending concessions should be agreed to in order to increase the debt ceiling. Nonetheless, if a compromise regarding the budget cannot be agreed on by this Friday, the federal government is in danger of not being funded at all and shutting down for the first time since 1995.
As the deadline for the new budget plan for 2011 is approaching, there is no agreement between Democrats and Republicans, which means, the government shutdown may happen. Congressman Steve Womack spoke on the House Floor Friday morning regarding HR 1255, the Government Shutdown Prevention Act. which he is the sponsor on. This bill states that if the Senate fails to pass a measure supplying appropriations to the federal government for the remainder of the fiscal year 2011 before April 6, 2011—the deadline to avoid a government shutdown—HR 1, which passed the House on February 19, 2011 (more than 40 days ago) will become law of the land. Everyone on Capitol Hill has been gearing up for what's seemed inevitable... a government shutdown. Now - Republicans are offering a plan to keep things rolling... at least, temporarily. CNN's radio correspondent Lisa Desjardins explains. "Both sides want to cut spending but they're both trying to avoid a shutdown because they're not exactly sure who would be blamed. Democrats seem to think Republicans would take the blame, but there's pressure on both sides to for now avoid a shutdown. So that leads to some hope." According to The Atlantic, the 2-week stopgap proposal, a bill that temporarily eases budget debates by merging cuts with those approved by President Obama, is a strategic move by Republicans. "Three senior House GOP aides said the strategy is designed to avert a government shutdown and limit the ability of Senate Democrats and the White House to portray Republicans as unreasonable or inflexible." And although they can't agree on where to cut, neither side wants to be branded as too stubborn to govern. A writer for Slate says both parties have something to lose. (KTVU) "Top Republicans say a government shutdown could still happen if more cuts aren't made." (WRC) House Republicans want to cut $60 billion from this year's more than $1 trillion budget. REP. JOHN BOEHNER (R-OH) "When we say we are going to cut spending, read my lips, we're going to cut spending." (CBS) But in all this talk of cutting spending -- we're really only talking about 12 percent of the budget up for debate -- that's the percentage that makes up nonsecurity discretionary spending. Time and time again Republicans bring up the threat of a government shutdown. What they don't realize is that, as Senator Schumer said this week, they're 'playing with fire."
There are two possibilities that a US Government shutdown could occur. 1) If the Senate or the President refuses to accept the trimmed back 2011 spending plan. 2) Congress must approve more government debt or the government will shut down.
What the leaders should do. If they have any sense. America will collapse quicker if they do not act soon. Anyhow it will only ease the fall a little bit if they shut it down.
