"A media-driven, grass roots initiative to speed the implementation of sweeping federal foster care reform and increase general awareness of the foster care system." With the passage of the Fostering Connections to Success Act in 2008, child welfare in this country entered a new phase of its constant and promising evolution. Extension of care to 21, the funneling of federal funds to tribes for the first time and expanded funding and services for kinship care are all mighty steps towards reducing the numbers of children entering Child Protective Services and better protecting those that do. But, for Fostering Connections to be fully effective, individual states must pass implementation legislation to access federal funds and enforce new federal mandates. While a handful of states have already drafted such legislation and one can assume that across-the-country adoption is eventual, the question is: how fast will this all happen. Understanding that speedy implementation requires political will, one must look at ways to engender such will. One of the most effective methods is through the media, thus garnering community awareness and eventually activism. According to a February 2009 study released by the Nielsen Company, Americans are watching more television than ever before. The average citizen watches 151 hours a month, a 1.9% increase from 2008, and online video watching has risen a staggering 53% in the last year, up to 3 hours a month. Boston Public School students at the Warren Prescott School participated in a CO2 offset project. The students gave up eating red meat for 2 weeks to help offset the CO2 from the air travel associated with an Oceanic Society (non-profit marine conservation organization) ecotourism group headed to Palau to learn about coral reef ecology. Tova Harel a cookbook author and operator of Fish'N'Fins Dive shop in Palau shared one of her Fun recipes with the class, so there could try something different during the time they were giving up red meat. Red meat production is responsible for 18 % of the total CO2 that is generated each year. In this projects students were asked to temporarily give up red meat to examine how personal choices have an ecological consequence.
