Homebuyers would get an extra three months to complete their purchases and qualify for a generous tax credit under a bill overwhelmingly passed by the House on Tuesday.

Rep. Fred Upton (R-MI) speaks on his proposal (HR 5570) to save taxpayers upwards of $10 billion by prohibiting the Internal Revenue Service (IRS) from hiring thousands of additional agents and employees to enforce the new health care overhaul. Upton's spending cut proposal was selected for a vote on the House Floor by the American people via the groundbreaking YouCut program. Unfortunately, Upton's proposal was defeated by a near-party-line vote of 243-181. Each week, YouCut offers the public a list of five proposals aimed at reducing government spending. In turn, participants may vote for the one proposal that they would most like to see addressed by Congress. The following week, House Republicans will seek a vote on the House Floor on whether or not to take up and debate the top vote getter selected by the public. Votes may be cast online on the Republican Whip's website at republicanwhip.house.gov by text messaging one's vote to 68398.

Here's the latest on what's happening on Capitol Hill: 11:30 pm: The House has passed the package of fixes meant to reconcile differences between the bill the House passed last year and the Senate bill it passed earlier Sunday night. Those vote was 220-211. The reconciliation package now heads to the Senate. 11:20 pm: The House is voting on passage of the reconciliation bill. This is the final vote of the day on health care reform. The reconciliation bill is the package of "fixes" to the Senate health care bill that made it more attractive to balking House Democrats. 11:18 pm: The House votes down the Republican motion to recommit the bill. 11:08 pm: CNN's Brianna Keilar reports: A Republican lawmaker shouted out "baby killer" as Rep. Bart Stupak explained why he would not support the motion to recommit. Stupak sponsored an amendment in the House bill that included tougher language on restricting federal funding of abortions. Stupak decided to support the Senate bill after President Obama said he would sign an executive order that would make sure the health care reform law would be consistent with current restrictions on federal funding for abortions. 10:55 pm: Republicans have offered a motion to recommit, which is their last chance to kill the bill. The morning after the House passed the health care reform bill 220-215, CNN interviews one of the Congressmen who voted for the bill, Anh "Joseph" Cao from Louisiana - the only Republican to vote "yes" for the bill. gopleader.gov Appearing on Fox News' America's Newsroom with Bill Hemmer and Megyn Kelly, House Republican Leader John Boehner (R-OH) discussed a effort underway by Republicans and rank-and-file Democrats in Congress to force Speaker Nancy Pelosi (D-CA) to post all major bills online for at least 72 hours before a House vote to ensure that the American people and their elected representatives can review them. The effort is being led by Reps. Greg Walden (R-OR), Brian Baird (D-WA), and John Culberson (R-TX). More than 160 Members of Congress have already signed onto a Walden-authored petition that would force Speaker Pelosi to allow a vote on a House rules change requiring a 72-hour review period. He also touched on the Democrats proposed government takeover of health care and media reports suggesting that Speaker Pelosi plans to bring up a House bill that is more liberal, more costly, with more government involvement than ever before.
