Ten Myths of ICT for International Development Speaker/Performer: Kentaro Toyama, Researcher, School of Information, UC Berkeley Abstract: The past decade has seen incredible interest in applying information and communication technologies for international development, an endeavor often abbreviated "ICT4D." Can mobile phones be used to improve rural healthcare? How do you design user interfaces for an illiterate migrant worker? What value is technology to a farmer earning $1 a day? Interventionist ICT4D projects seek to answer these kinds of questions, but the excitement has also generated a lot of hype about the power of technology to solve the deep problems of poverty. In this talk, I will (1) present several myths of ICT4D that persist despite evidence to the contrary, (2) offer a theory of "technology as amplifier" which explains the gap between rhetoric and actuality, and (3) provide one key recommendation for successful ICT4D interventions. My hope is to temper the brash claims of technology with realism about its true potential. From 27 to 29 September more than 100 information and communication technology research projects funded by the EU are being showcased at the 'ICT 2010 Digital Driven' conference and exhibition in Brussels Expo. The event, which is organised every two years by the European Commission and this year hosted by the Belgian rotating Presidency of the European Council, gathers researchers business and policy makers to show the ICT latest advances. This year, ICT will honor the late Julia Taft, a great humanitarian and true friend of Tibet. Named Special Coordinator for Tibetan Issues by former Secretary of State Madeleine Albright, Julia's energy and enthusiasm for her Tibet work was boundless and, when she left government, she readily joined the ICT Board of Directors. Julia worked tirelessly to make the world a more compassionate place and Tibet lost a passionate advocate with her passing. ICT will also honor a remarkable group of Chinese who, at great personal risk, have taken a daring step to advance the truth about the situation in Tibet. The initiative of these courageous individuals also supports the Dalai Lama's middle way proposals toward a lasting solution based on mutual interest and for the mutual benefit of the Chinese and Tibetan peoples. His Holiness the Dalai Lama presented the awards on behalf of ICT.
