For six hours, ministers deliberated on various issues around the Waki envelope with sources saying debate revolved around the question of whether or not a local tribunal should be established. Ministers could not reach an agreement on two draft bills presented by Justice minister Mutula kilonzo seeking to put in place a local tribunal.
