The Manila hostage crisis also called 8/23 Manila hostage taking occurred when a dismissed Philippine National Police officer took over a tour bus in Rizal Park, Manila, Philippines on August 23, 2010. Disgruntled former senior inspector (equivalent military rank: captain) Rolando Mendoza, from the Manila Police District (MPD) hijacked a tour bus carrying 25 tourists from Hong Kong in an attempt to get his job back.[3] He said that he was summarily dismissed without the opportunity to properly defend himself, and that all he wanted was a fair hearing.[4] As a result of the ten-hour siege, the ensuing shoot-out, and a botched rescue attempt by MPD watched by millions on live television news, eight of the hostages and Mendoza died and nine other people were injured. Philippine commandos have stormed the bus with 15 Chinese tourists held hostage by a former policeman, ending the 11-hour standoff in Manila. Eight of the hostages have been confirmed dead. The gunman has also been killed in the storming. The operation started with police firing on the bus' tires to immobilize it, then using hammers to smash windows, doors and windscreen. They were forced to withdraw after a series of hunshots rang out from inside the vehicle, but renewed the storming later.

Philippine Red Cross Chairman Richard J. Gordon told CNN about the initiatives of the organization to the Manila hostage taking. I received several messages from Filipino friends and they are devastated about the hostage taking that happened in their country.
This tragedy should give our police authorities a handful of lessons. How can we attract more tourists to come to our country if some of our police officers are torturers and non-respecters of people's rights? How can we attract more foreign investors if some people in the police force and in the government sector are the ones who blatantly violate the law and shamelessly abuse their position? Our police force should save its face by showing that its members are not only good at extortion, torture, or any other illegal activities. The only role of the police is to protect us against criminals. This bloody incident that resulted in the loss of several lives could have been prevented had the government established a strong rule of law. The hostage-taker should have been jailed for violating the rights of a citizen a couple of years ago. We need a strong rule of law to punish those who abuse their public position and to prevent any similar incident from happening in the future.
