When the police in a German city are unable to catch a child-murderer, other criminals join in the manhunt. This film is nothing less than a masterpiece. It is a highly structured and stylized film about a serial killer. It created the serial kill genre, which includes such entries as Psycho and Silence of the Lambs. Alfred Hitchcock (the director of Psycho) was a disciple of Lang as were Jacques Tourneur (The Leopard Man (1943)) and Michael Powell (Peeping Tom (1960)). M was not only the originator of the genre, but arguably remains it preeminent entry. Highly recommended for those in the mood for a Hitchcockian-style thriller with a great performance by Peter Lorre and great story-telling technique by Fritz Lang

The health insurance reform bill referred to as the Affordable Care Act calls for the creation of state-based Health Insurance Exchanges. This all-day conference was of Stakeholders helping guide the creation of these exchanges. Stakeholders discussed several aspects of Exchange implementation, from the needs of consumers and employers to general operations, including eligibility and enrollment of participants, plan qualifications and the role of the Exchanges in promoting delivery system reform. To work the newly electrified tramways of Adelaide in 1910, 70 large trams of two designs were brought into commission. 20 of these trams were the E type 'open combination' trams. After a period in service, all 20 of these trams were rebuilt to a different design. This video produced by the St Kilda Tramway Museum details the history of these trams as well as the story of the preservation of the two trams of this type in the museum collection, E type 118 and E1 type 111.

There are many proposed national and international standards, but that of the International Commission for Non-Ionizing Radiation Protection (ICNIRP) is the most respected one, and has been adopted so far by more than 80 countries. For radio stations, ICNIRP proposes two safety levels: one for occupational exposure, another one for the general population. Currently there are efforts underway to harmonise the different standards in existence. Radio base licensing procedures have been established in the majority of urban spaces regulated either at municipal/county, provincial/state or national level. Mobile telephone service providers are, in many regions, required to obtain construction licenses, provide certification of antenna emission levels and assure compliance to ICNIRP standards and/or to other environmental legislation. Many governmental bodies also require that competing telecommunication companies try to achieve sharing of towers so as to decrease environmental and cosmetic impact. Speaking for Marin County's broad coalition of citizen groups supporting the Marin Energy Authority's clean energy program, Megan Matson of Mainstreet Moms draws the attention of the California Public Utilities Commission to PG&E's deceptive, highly funded, anti-democratic campaign to block the Marin program and prevent other California communities from following suit. On Feb. 4, 2010, Marin Energy Authority (MEA) voted unanimously to move ahead to sign a contract with an electricity services provider, in order to begin serving customers in June as California's first Community Choice power agency. It faces fierce opposition from PG&E, the northern California utility monopoly, which has threatened litigation, threatened to prevent MEA's power flowing through its wires, sent deceptive mailers, made improper marketing calls, and poured $36 million into a campaign for a statewide ballot measure in the June election. The initiative, Prop 16, would change the CA constitution to require a 2/3 vote for any local government to do what Marin plans to do (in other words make it virtually impossible). The initiative would also require an existing "municipal" utility or irrigation district to hold an election in its jurisdiction and win it by 2/3 (67 out of every 100 voters) every time it wanted to hook up a new customer. There are four of them. First, we need to set common policy for the transition to provision of online services. At the moment, state agencies often use completely incompatible products and have incompatible systems and data bases. But more than half of all state services require exchange of information between different agencies. I would also like to point out that the common electronic government infrastructure design has still not been fully prepared and approved. This makes it difficult to clearly divide responsibility for building the system between the specific agencies and also between the regions and municipalities. So far, only three ministries have begun carrying out exchange of documents in electronic form: the Economic Development Ministry, the Agriculture Ministry, and the Telecommunications Ministry. This is not enough. This work needs to be carried out faster. The regions should draw up their own plans for developing information society and electronic government and set their priorities for transition to electronic provision of services. At the Saving LA Project meeting Jack Humphreville, President of the LA Neighborhood Council Coalition DWP Committee discussed the creation of an independent rate payer advocate to review and analyze the finances, operations and management of the Department of Water and Power on a timely and continuous basis. The rate payer advocate could also operate in the capacity of inspector general. When the RPA finds fraud, waste, or abuse at the DWP he/she would then blow the whistle. Bringing the issue to the attention of the public and City officers. There are two proposals currently in City Council to create the position of a rate payer advocate and /or Inspector General. They have not yet been implemented and need support from the public to move them forward. Humphreville said the water and power rates are going up so much that will be helpful in getting a rate payer advocate. The advocate has to be truly independent, not associated with the city or county, not a contractor not a union member. He suggests a commission with appointees from the neighborhood councils, business interests in LA, and homeowners associations, and apartment owners/residents. Then there is the issue of the Son of Measure B. SOB is the continuing effort by the DWP to control rooftop solar on city buildings. Refusal Stands Even if Driver Does Not Understand English. State v. Marquez 408 NJ Super. 273 (App. Div. 2009) The police have no constitutional obligation to translate into Spanish the standard statement under the breath-test refusal statute, NJSA 39:4-50.2(e), to a licensed New Jersey driver arrested for drunk driving who does not understand English. The court reaffirms the Law Division's holding in State v. Nunez, 139 NJ Super. 28, 32-33 (Law Div. 1976), that no such translation is required.
