"Citigroup Inc. (NYSE:C) discussed Cliffs Natural Resources Inc.'s (NYSE:CLF) Q3 earnings in a research note Friday, and reiterated a Buy rating for the company. Cliffs Natural Resources reported a Q3 operating EPS below consensus at $2.08, and below Citigroup's estimate of $2.70. The firm reported earnings of $2.18 per share. Citigroup's Brian Yu wrote that the bank sees the company's negotiations with ArcelorMittal (NYSE:MT) ""as a timing issue rather than an earnings risk,"" which affects yearly revenues and will most likely continue into next year. Cliffs Natural Resources has a potential upside of 38.1% based on a current price of $63.41 and an average consensus analyst price target of $87.60."

Even though the mismanagement of natural resources lies at the heart of many of these conflicts, the sustainable and equitable use of petroleum, mineral and agricultural resources could help prevent conflict and promote lasting peace.
