The founder Vice-Chancellor of NALSAR University of Law in Hyderabad, and the National Law University, Delhi, advocated the institution of a one-year LLM course. He said that faculty would be richer if good scholarships can be given to LLM students who want to take up teaching. On taking quality beyond the "islands of excellence", he said that law schools need to be responsible to other institutions by, for instance, offering continuing legal education programmes. After a series of meetings with the Law Ministry, the NLU Delhi are going to provide training programmes to mofussil lawyers in several new areas of law - like intellectual property, or competition law or alternate dispute resolution. We have to be serious about the role of the Bar Council in granting recognition to law schools. We are all looking towards the leadership of Mr Gopal Subramanium On the subject of reforms in clinical legal education, he said that there are four compulsory subjects prescribed by the Bar Council of India: questions are whether the institutions are able to find faculty. Further, there is a statutory requirement that all schemes of legal aid or Lok Adalat has to involve law schools. This has not happened seriously. Part-time law courses and evening or morning classes, do not leave much time for clinical education also.

Prof. (Dr.) Ranbir Singh was invited by the Executive Council of the National Law School of India University, Bangalore to teach and then went on to become the founder Vice Chancellor of NALSAR University of Law, Hyderabad, at the age of 48. "I believe in accepting challenges in life," he said. He also said that it was essential that a teacher fall into one of three categories: a very good teacher, a very good researcher or a very good human being. "Today more than sixty per cent of the teachers do not fall into either of these categories. This is a very worrying fact. "Teaching is one profession where you contribute to many generations of students". He said that it requires a lot of commitment, and that it isn't always about making money but the happiness that it leaves you with. . "I had a choice in life and I chose teaching". He prides himself with producing a Rhodes scholar in the very first batch of NALSAR. "When I was with the law school in Bangalore, I found that the trimester system was very tight for the students. In NALSAR we decided to go for the semester system." When he started work at NALSAR, his aim was to produce lawyers who were technically sound, professionally competent and socially relevant. Professor Singh ensured that the best facilities and well-equipped library was provided to his students. He was also critical about the lack of support from governments. "Law schools are created ...

Prof. (Dr.) Ranbir Singh completed pre-engineering from Hindu College in Panipat, a well-known college. He chose not to pursue engineering but wanted to pursue his interest in science. The death of his father changed his course. He opted to study law from Kurukshetra University. His was the first batch of the LL.B programme to graduate in 1972. He went on to complete his LL.M and also his Ph.D. The University needed faculty, and it was at this time that Professor Singh started his career in teaching. "I became a teacher by choice and not by chance and studied law by chance and not choice", said Professor Singh. He said that the skilled students that the National Law Schools produce will make a big difference to the Bar. He said that in an earlier phase of legal education, we had the best of law faculty and only a handful of law colleges. Unfortunately at that time, many chose law as the last option. "Today, students who study law are doing so because of their interest in it but unfortunately the faculty isn't good." Things now have taken a turn for the good. Law school graduates have shown a lot of interest in teaching and academics. "Re-structuring the payment scales will see many more young students entering the field of teaching", he said.
