"This is home for me," sighed Robinson, while two women meticulously filed, scrubbed, buffed and painted her fingers and toes at an Oakland nail salon on a recent afternoon. "It's tranquil. It's relaxing. And they work with integrity, which is important because I need my nails done right." Robinson lives in Napa County but gets her biweekly manicures and pedicures done on Oakland's Grand Avenue, the cuticle capital of the Bay Area. At least 18 nail salons dot the commercial stretch from Interstate 580 to the Piedmont border. But not everyone thinks Oakland should be the regional hot spot for well-groomed feet. The City Council has decided to consider regulating nail salons and possibly imposing a moratorium. The issue was referred to the Planning Commission and will return to the council in a few months. "Right now we have absolutely no controls or regulations over nail salons, which have proliferated and, I think, become a problem," said Vice Mayor Ignacio De La Fuente. "I wouldn't be surprised if Oakland has 1000 of them." The I-Team was at the courthouse Friday for what turned out to be an angry confrontation between one woman charged in the beating and the victim's family. I-Team cameras were not allowed inside the courtroom, but it was a tense scene with salon owner Melissa Seals seeing defendant Bryant for the first time since the attack in May. Seals described seeing her attacker in court as "disgusting." "I mean, after what happened, I just feel like she's sitting in the courtroom and she's smiling and laughing," said Seals. "That's not funny. There's nothing funny." Bryant and Jaymillya Edgerton are charged with misdemeanors -- battery and false imprisonment -- for a five-minute attack at the Oakland salon in May. They ganged up on Seals, punched her, kicked her, and prevented her from leaving. A friend videotaped the beating and put it on the Internet. In court Friday, the judge assigned Bryant a public defender and set her next court date. "No thank you, I don't want to talk on TV," said Bryant when we approached her.
