Three Ohio University students talk about how they have been and will be affected by budget cuts.
Ohio University's President's Office announced new recommendations for next year's budget. The President's Chief of Staff Becky Watts sat down with WOUB's Ed Zelaski to explain the cuts. Watts says "Everyone will experience some sort of change." 47 university employees will be laid off if the proposed budget is finalized in June. Watts stressed that the layoffs are not specific to one department. The Graduate College will have to cut more than any other academic unit on campus at 7.0%. The 7.87% that the President's Office will have to cut is the most of all non-academic departments. The Budget Planning Council's proposed budget would also reduce an earlier recommended 2% merit raise for faculty and staff. Instead, everyone will receive a 1% pay raise. Watts added that there is an extra $750000 for faculty if next year's expected enrollment is surpassed. "Everything about the core academic process was preserved," said Watts.
This video, produced by the Ohio Association of Area Agencies on Aging, includes testimony from older adults across the state of Ohio who are accessing home and community-based services through their Area Agency on Aging. These services enable them to remain safe and independent in their homes and communities, preventing unnecessary placement in a nursing home. State budget cuts in 2009 created waiting lists for many of Ohio's in-home care programs, leaving many with no choice but to go to a nursing facility. For those who do have to go to a nursing facility because of waiting lists for home care programs, an Ohio Law called Home First can help them move out, bypass the waiting list, and enroll in programs to receive care in their homes and communities. The Ohio legislature is considering an expansion of the Home First law to allow more frail seniors at imminent risk of nursing home placement to access in-home and assisted living services instead - preventing the unnecessary and often traumatic step of having to first go to a nursing facility.

The winner had their movie produced by Vital with this years winner being 15 year old Hilary Hirtle from Westerville. John Daugherty, Principal and CCO at Vital, developed the program along with the Vital CML Summer Film School. The Film School teaches kids the basics of filmmaking through a hands-on program which lasts 4 weeks during the summer. The summer of 2009 was the first year of the program and was a huge success. The 2009 program was held at the Linden and Northern Lights branches. There are plans to expand the program to more library branches in 2010. In these times of budget cuts the Vital team knew something had to be done to allow creativity to continue to grow in children. Unfortunately, economists do not predict the situation to improve anytime soon. According to Ohios auditor, our state will face an enormous $8 billion budget gap in two years. During these difficult times, the last thing states need are tax hikes, new layers of red tape, and unfunded mandates. But thats exactly what they will get under the Washington Democrats government takeover of health care that will raise premiums, increase taxes, cut Medicare for seniors and push new unfunded mandates onto already-cash strapped states. Understandably, governors, state officials and legislators in both parties are saying enough is enough and taking action to put a halt to this health care bill that will hurt the people of their states. In Ohio, State Rep. Ron Maag and other reform-minded legislators have introduced the Ohio Health Care Freedom Act to protect the individual freedoms of every Ohioan to make their own health care decisions by outlawing any mandate that individuals must have insurance. Lawmakers in 25 other states already have or will introduce similar legislation. As these efforts indicate, the fight against the Democrats government takeover of health care is far from over. Washington Democrats continue to defy the American people by hammering out the final version of their government takeover of health care behind closed doors, but that doesnt mean we should give in. While close to 3000 children are waiting for adoptive homes, the states biennial budget process battered Ohios support of children needing safe, stable, permanent homes. These cuts have severely put current adopted children at risk and they have stalled activities to secure loving permanent homes for Ohios waiting children. Each day Ohio delays, is another day children spend waiting and celebrating lifes milestones without permanent families. On November 6, 2009 advocates rallied at the Ohio Statehouse at an Event: Filling Family Portraits: A Picture Does Say a Thousand wordssupport Adoption. Representing affected children and families from across the state, a group of adoption advocates have combined forces to sponsor Filling Family Portraits to celebrate and promote adoption awareness for waiting children. During the program, hundreds of empty frames will be displayed on the statehouse steps to symbolize those children without permanent family connections.
Any enrollment growth must take into account the university's instructional capacity, Pam Benoit, executive vice president and provost of Ohio University, told Faculty Senate Monday night. As Ohio University saw a decrease in its state share of instruction (SSI) in part due to its static enrollment over the last few years, the university's Board of Trustees has asked university leadership to look at ways to strategically increase enrollment. Benoit has commissioned a committee to examine how the university can increase enrollment, and that committee is preparing a report that will be completed mid-December and presented to the board in January.
With Ohio University facing at the very least a $10.5 million shortfall in funding for the upcoming year, administrators are asking academic departments to develop scenarios in which they cut their budgets by 10 percent. At Monday's AAUP brown bag luncheon, professors heard from Associate Provost for Academic Budget and Planning John Day about the rationale behind these cuts.

The budget deficit is forcing a major shake-up within the Cincinnati Police Department.
Lots of Lucas County library users aren't happy with how state budget cuts could affect library hours. There's a proposal on the table right now to cut some of those hours. In all about 27% of the library's public service hours could be cut if this plan is approved. And from the people FOX Toledo spoke with, that idea is not getting a whole lot of support.
When I was 9, I went to Cub Scout Camp. Camp Avery Hand was where I went, south of Mansfield, Ohio. My mom was the den leader, but the week we were scheduled to go to camp, my little sister got the Chicken Pox, so my dad filled in. He, of course, had his "new toy" with him and recoded whatever caught his eye. Due to budget cuts, Camp Avery Hand was closed down permanently last year. At least with this video, we can remember it in it's heyday. I can barely remember this long ago, but if anyone out there went to Avery Hand in 1984, and remembers a guy with a TV camera, you may want to see if you are in here. Most of the kids at the end would be 33-35 in 2009.
