Michael Lucchese, 57, filed a claim against the city Monday saying he is under "constant surveillance" by aircrafts that have followed him about 20 times a day since June 2008. The alleged harassment has caused him distress and has ended some of his relationships, the claim said. Michael Lucchese claims that helicopters are following him. He wants $25 million from the city for damages. FILE: KEVIN SULLIVAN, THE ORANGE COUNTY "Mentally and physically, work has become almost impossible due to the emotional stress," he wrote in the claim. Lucchese currently lives in Santa Ana and the surveillance started when he lived in Huntington Beach, he said. Huntington Beach police Lt. Russell Reinhart said the department spoke with Lucchese last year about his concerns and that his recent claim is without merit. "Last year when he described the helicopter that was following him, he described it as green with a big yellow star on the side. Our helicopter is blue with a white stripe and a badge," Reinhart said. Three airports have access to the city's airspace, Reinhart said. SANTA ANA, Calif. -- An Orange County woman was sentenced to a year in jail for sending hundreds of threatening text messages -- to herself. Prosecutors said Jeanne Mundango Manunga told police her former boyfriend and his sister-in-law were behind the threats. Manunga was sentenced Friday in Santa Ana Superior Court. She was convicted in May of three felony counts of false imprisonment by fraud or deceit and two misdemeanor counts of making a false police report. Prosecutors said Manunga started sending the threatening messages after she and her former boyfriend stopped dating in 2008. Weinberger stepped wide-eyed into a crowded federal courtroom Monday, making his first public appearance in the United States since he disappeared on a family trip to Greece five and a half years ago. Weinberger -- tan and thin, wearing handcuffs and baggy orange Porter County Jail scrubs -- faced questions from Hammond federal Magistrate Judge Paul R. Cherry during the former sinus surgeon's initial appearance on a 22-count fraud indictment that accuses him of putting patients under anesthesia at his Merrillville clinic and charging for procedures he never performed. Weinberger, who was arrested on a snowy Italian mountainside Dec. 15, sported a recently shaved head and a few days' growth of black and gray beard stubble in court Monday. Initial hearings cover mundane procedural matters and they rarely draw a crowd, but Weinberger, who was profiled on "America's Most Wanted," encountered a courtroom cramped with news reporters, civil lawyers and court personnel. An unusually large complement of four US marshals attended. The search to locate the missing 3-month old, Zara Malani-lin Abdur, is continuing in the area of the bridge over the Raritan River in Sayreville, according to State Police Superintendent Col. Rick Fuentes. The search began last evening. The infant was abducted while in the care of her 60-year-old maternal grandmother in an apartment in East Orange on Tuesday. Shortly after 4:00, police said Abdur-Raheem forced his way into the grandmother's apartment, struck the grandmother in the face and choked her. Abdur-Raheem allegedly took the infant girl. Investigators said the grandmother followed Abdur-Raheem outside and got in front of his vehicle, a Dodge Caravan, in an attempt to stop him. Abdur-Raheem allegedly attempted to run the grandmother over, striking her and driving away with the baby. The attack was reported to the East Orange Police, who issued a bulletin to all law enforcement regarding the child. Recently retired Orange County Superior Court Judge James Gray is on a crusade. You might think a conservative judge from a conservative county would advocate for the prohibition of marijuana, but - based on his experiences - he is adamantly pro legalization. Witnessing first hand what he calls the utter failure of our current policies of drug prohibition - marijuana in particular - he cites unnecessary prison growth, increased taxes, increased crime and corruption, and loss of civil liberties as the unhealthy side effects of an anemic policy in need of drastic reform. Here he shares with correspondent Judy Muller why he thinks our current drug laws are ineffective.

Out of these dialogues sprang emotional and passionate responses, culminating in the design of Fight Crime: Invest in Education (a mural title that speaks for itself). Again, the Teen Muralists collaborated to produce a profound explication of their mural: It can be argued that the State of California would rather incarcerate its youth than educate them. For example, California was once ranked fourth in the nation for money spent per pupil; today, it has dismally dropped to 48th. At the same time, California has increased its investment in the prison system by orders of magnitude. Californias misplaced priorities, therefore, shaped the central themes for our mural: Juvenile justice (or juvenile injustice, as many have unfortunately discovered firsthand) and the use of education to rise above incarceration, disparity, and injustice. While collecting imagery during the design component, we discussed how the eagle on a dollar bill symbolizes bravery, pride, power, and strength. We include the image of ravenous vultures to depict the antithesis of the eagles courageous bravado. A Fullerton, Calif., judge on Monday increased the bail to $2 million for Andrew Gallo, the 22-year-old man charged in the traffic collision death of Angels pitcher Nick Adenhart and two other people, The Associated Press reported. Gallo had nearly three times the legal blood-alcohol level when he ran a red light in his minivan Thursday and hit the car carrying Adenhart, the report said. The Associated Press also reported Orange County Superior Court Judge Roger B. Robbins continued Andrew Gallo's arraignment until June 8. Also killed in the collision were the car's driver, Courtney Stewart, 20, of Diamond Bar, Calif., and passenger Henry Pearson, 25, of Manhattan Beach, Calif. Jon Wilhite, 24, of Manhattan Beach, was injured in the crash and has been upgraded to serious condition. Gallo was charged with three counts of murder, felony drunken driving and fleeing the scene of a traffic accident causing death or injury, among other counts.
