Feinbergs official title is special master for executive pay for the Troubled Asset Relief Program. Before his appointment to oversee the controversial program, Feinberg served the federal government as special master for the Sept. 11 Victim Compensation Fund, which distributed nearly $7 billion to more than 5000 victims and families of the 9/11 terrorist attack on the World Trade Center. A partner in Feinberg Rosen, a New York firm he founded in 1993, he has helped resolve a number of high-profile cases. A graduate of NYU law school, he served as the late Sen. Edward Kennedys chief of staff in the 1970s. He was honored by National Law Journal as Lawyer of the Year in 2004. The executive compensation conference is co-sponsored by the Vanderbilt Law Review and the Vanderbilt Law Schools Law and Business program.

Copyright MSNBC 2009 WASHINGTON - The Obama administration's pay czar is limiting the cash compensation for executives at companies that received the largest taxpayer bailouts to $500000 and delaying some other payouts. The 25th through the 100th top earners at Citigroup, GMAC, American International Group and General Motors must take more than half their compensation in stock, and at least half must be delayed for three or more years, said Kenneth Feinberg, the Treasury Department's Special Master for Executive Compensation. About 12 executives were granted exemptions to the $500000 cash cap because they were necessary for the companies to "thrive, be able to compete, and not lose key people," he said Friday. The new rules will only apply to the second half of December, and will not affect what the employees already have been paid this year. The rules will affect many workers' year-end bonuses and stock grants, Feinberg said. They also will serve as a starting point for negotiations next year over pay packages for 2010. Feinberg already announced specific pay packages for the top 25 earners at firms he oversees. Feinberg's rulings don't apply to Bank of America because its bailouts were repaid this week. Chrysler and Chrysler Financial also were exempt because executives there made less than $500000.

For the "pay czar" Kenneth Feinberg to set pay caps on any pubic executive is unconstitutional as it can be. I don't care what their salary is, the company's board of directors or stockholders are to set their salary, not the federal government in a "free market" system. President Obamas pay czar Kenneth Feinberg announced the United States government will interfere in the pay compensation structure among private companies. These are banks that accepted or were forced to accept TARP (Troubled Asset Recovery Plan) money. - Pay Czar Kenneth Feinberg appointed by President Obama, reports to Treasury Secretary Timothy Geithner. These banks that were in trouble were so because of government mandated and threatened actions. It was the government who ordered the banks to write bad mortgage loans to people who would not have otherwise received such loans. Because of their credit history or other financial reason would not have qualified. After years of writing these government forced bad loans the system collapsed, thus forcing the government to bail out these institutions that were in trouble because of Uncle Sam. Plus some banks refused TARP money, however were forced to accept it. Now the very government responsible for these bad loans now is telling these banks what their pay and compensation structure should be. The Obama administration getting away with the above pay interference then decided to restrict the pay of any company in the USA they deemed to be taking risk or at risk. Fox News' Brett Baier: "There was an announcement by the Administration that they were putting out the pay Czar Kenneth Feinberg as we showed you earlier, for the White House pool, they sent out a message for the White House pool that Feinberg would be doing a round robin interviews with the 5 network pool that covers the White House[...]Fox News has been a member since 1997, when they put out that message they specified that all members of the pool were welcome except Fox News."
The White House press pool is made up of CNN, ABC, NBC, CBS, and FOX NEWS (which has been a member since 1997). Obama offered interviews with Pay Czar Kenneth Feinberg to all major press pool members -- except FOX. The entire press pool agreed that if FOX wasn't allowed to participate, they wouldn't either. Forced to relent, Obama allowed FOX in.
