It describes a window in the range of public reactions to ideas in public discourse, in a spectrum of all possible options on an issue. Overton described a method for moving that window, thereby including previously excluded ideas, while excluding previously acceptable ideas. The technique relies on people promoting ideas even less acceptable than the previous outer fringe ideas. That makes those old fringe ideas look less extreme, and thereby acceptable. The idea is that priming the public with fringe ideas intended to be and remain unacceptable, will make the real target ideas seem more acceptable by comparison.

We have captured the MACBDA High Percussion beast in '06, '07, '08 and '09, and will gladly forsake this honor for the much greater honor of marching under the Banished banner. We shall begin doing so in the winter season of 2010, if it pleases His Excellency. We will neither let Him - nor the myriad, beautiful, talking animals - down. We will celebrate with our entire beings the great Circle, and we will forever lift up His name, in constant, unflagging pursuit of The Awesome Rejoicing Forever. To that end, we are performing His ever-daunting, thoroughly brilliant Lion King arrangement entirely on Offworld Percussion's Invader v3 pads - turned upside down on our drums - in the hopes of better representing our esteemed lead stick, Banished Beyond. Auditions to pursue this dedicated direction in the marching arts will occur in September '09 (for the '10 winter season) and December '09 (for the '10 summer season).
