Der Serienmörder Jigsaw aka John Kramer (Tobin Bell) und seine gelehrige Schülerin Amanda (Shawnee Smith) sind tot. Nachdem die Polizei die Leiche von Detective Kerry (Dina Meyer) entdeckt hat, schalten sich die Agenten Strahm (Scott Patterson) und Perez (Athena Karkanis) in den Fall mit ein. Offiziell, um Detective Hoffman (Costas Mandylor) beim Ordnen von Johns Hinterlassenschaften zu unterstützen. In Wahrheit jedoch verfolgen sie Spuren, die auf einen Maulwurf innerhalb des Polizeiapparats hindeuten, der mit dem Killer zusammengearbeitet haben soll.
