The only way to get here is to find the Pirate Ship thats floating in a couple places on the map, usually in the western ocean. The best way to find it, if you're having trouble, is to surface during a dive and look off in the distance. You'll see it bobbing on the surface. Head towards it and move your boat if you have to. Swim into the hole in the side of the ship to be transported to Ship's Rest.
