On tax day, Governor Bob McDonnell signed four bills centered on instituting government reform in Virginia and saving taxpayer dollars. The Governor signed HB485, patroned by Delegate Scott Lingamfelter, initiating a management and financial audit of a number of state agencies; HB42 and SB201, patroned by Delegate Glenn Oder and Senator Harry Blevins respectively, requiring a performance audit on VDOT; and, SB506, patroned by Senator Ralph Smith, banning the receipt of political contributions to the governor during the procurement process for contracts in excess of $5 million. McDonnell signed the bills in advance of announcing the membership of his government reform commission next week. The Governor's second Executive Order, issued on Inauguration day, established the Governor's Commission on Government Reform and Restructuring, a comprehensive effort to look for all means by which government can be made more effective and efficient. www.governor.virginia.gov

RICHMOND, Va. —Approximately 300 personnel from the Virginia Department of Military Affairs were on duty in Richmond Jan. 16 supporting the inauguration of Bob mcdonnell as the 71st Governor of Virginia. Governor Bob mcdonnell held an afternoon press conference to unveil The Opportunity to Learn, his education reform legislative package for this current session of the General Assembly designed to offer options and innovation for all Virginia schoolchildren, but especially those who are at-risk or in underperforming school systems. The Opportunity to Learn package is highlighted by measures to facilitate the expansion of high quality charter schools in the Commonwealth, and further utilize and incorporate virtual and college laboratory schools into Virginias public school system. mcdonnell was joined at the event by a bipartisan group of Virginia leaders, all united in support of greater educational options for Virginia students. Among those in attendance were former Virginia Governor L. Douglas Wilder; Virginia Secretary of Education Gerard Robinson; Delegate Rosalyn Dance (D-Petersburg); and Senator Steve Newman (R-Lynchburg). Also at todays event were representatives from the University of Virginia and Virginia Commonwealth University, as well as parents and prospective students at the soon-to-open Patrick Henry Charter School in Richmond. Hampton University President Bill Harvey, a supporter of the legislation, was unable to attend as scheduled due to winter weather.
At a morning news conference at the State Capitol, Virginia Governor Bob mcdonnell, joined by legislators from both sides of the aisle, introduces his Jobs and Opportunity Agenda. The legislative package consists of 20 pieces of legislation, as well as previously announced budget amendments, all focused on spurring job creation, promoting economic development and creating more opportunities for Virginians.
Bob McDonnell is a self-professed Pinot Grigio and White Zinfandel drinker. He's also the new Republican governor of Virginia and is taking aim at the commonwealth's oppressive and inefficient state-owned liquor monopoly. More than a dozen states still completely control the sales and distribution of all distilled spirits. The result? Higher payrolls for state governments (state-workers are public-sector employees after all) and rotten selection and service for customers (state-sanctioned monopolies tend to diminish the shopping experience). Despite a reputation as a social conservative, McDonnell thinks that state-run liquor stores are a bad idea from both pragmatic and philosophical perspectives. Given budget crises, says McDonnell, "we can't just do things the same old way.... Certainly there's nothing I gleaned from the [Virginia] constitution that would have me think it's better or required to have the government controlling distilled spirits." States such as West Virginia and Iowa have gained millions of dollars in new tax and license revenues by privatizing liquor sales, says Reason Foundation policy analyst Len Gilroy.
