Last week, the Ivorian Constitutional Council validated 14 out of 20 candidates for the presidential election among them President Laurent Gbagbo and opposition leaders Henri Konan Bedie and Alassane Dramane Ouattara. Secretary-General Ban Ki-moon today (24 November) welcomed the publication of the provisional voter list in Cote dIvoires long-delayed elections, and called on all parties to fix a new date as soon as possible for the poll, now postponed yet again from the latest deadline of this month. Ban assured all parties in the West African country, split by civil war in 2002 into a government-ruled south and a rebel-controlled north, that the UN would continue to provide the necessary financial, technical and logistical aid to help them organize and conduct open, free, fair and transparent elections. The Special Representative of the UN Secretary-General for Côte dIvoire, YJ Choi and the Chairman of the Independent Electoral Commission (IEC), Robert Buegré Mambé, yesterday visited collection centers where the provisional electoral list has been posted. Electoral reform is an ongoing process in Bangladesh, and one that UNDP has been involved with for some time, including the unprecedented registration of 81 million voters from all walks of Bangladeshi life in 2008. Following the resounding success of this registration drive, which created a gold-standard, internationally renowned photo voter list, the Bangladesh Election Commission, with the support of UNDP and other international organizations, is working to make the process sustainable and permanent. Indeed, updating of the rolls began just six months after last Decembers parliamentary election. UNDP is working with the Commission to introduce new technologies, develop the skills of electoral workers and to ensure best practices in the registration process across the country. The list itself was designed to be as simple to maintain as possible, relying on readily available technology like laptops, webcams and fingerprint scanners. UNDP is also working with the Netherlands and the Election Commission to establish about 500 registration centres on the local level across the country. Lawyers for the Colorado attorney general's office countered that the names were removed to correct voter registration records, in some cases because the voter had moved or was registered more than once. No eligible voter would be denied the right to vote, they said. Under an agreement reached by both sides, the state will generate a list of voters whose registrations were canceled before the August primary. Those voters will have to cast provisional ballots on Election Day, but their ballots must be counted unless election officials can prove the voters were ineligible.
