NewsNetworkToday: 14 December 2009 - UNTV - Sudans National Elections Commission (NEC) recently announced that it has achieved over 80 percent voter registration ahead of the countrys first democratic elections in over 20 years. The total of the registration up to now is 15778154. This percentage is 81 percent of the targeted number of people who are above 18 yrs according to the census, said a NEC official at a news conference held yesterday (13 December 2009) in Sudans capital, Khartoum. Voter registration began last month ahead of the countrys first Presidential and Legislative elections to be held early next year. The upcoming elections will be Sudans first democratic elections since 1989. Last month, the NEC decided to delay the voting date from April 5 to April 11 2010 saying that it needed more time to register voters. Today, despite a few administrative problems such as the lack of voting information available in locations in Darfur, South Kordofan and the southern states, the NEC is expected to meet its December 7 2009 deadline. Sudan finances the majority of the registration process while 43 percent comes from donors. Next years general election is one of the benchmarks of the Comprehensive Peace Agreement signed between the National Congress Party and the Sudan Peoples Liberation Movement in 2005. .... If you're a Fridley resident, don't forget to get out and vote today. Polls are open until 8 pm Tuesday, Dec. 8, and voters should go to their regular voting locations. Call Fridley City Hall at 763-571-3450 for details. The city is holding a special election to pass an amendment to the city charter that would effect two changes: Changing how non-votes are counted and allowing special elections for revenue questions. First, and least debated, is changing the way votes are counted. Currently, non-votes are counted as no-votes. If residents approve the amendment in today's special election, revenue questions - or questions asking voters to approve tax or fee increases - would be passed by a majority of people voting on the question itself. Non-votes wouldn't count for or against anything. The second, and more debated part of the amendment, is that the city would be able to bring these revenue questions to voters in a special election. Currently, these questions can only be brought to voters during a regular, general election, which happens in even years in Fridley. Some argue that, if the amendment is approved today by voters, then the city will abuse the power to call for special elections. They suggest that the city might hold them during holidays, when people are out of town, and that the city could call for multiple elections each year. They also argue that special elections bring out fewer voters, so these elections do not represent Fridley's best interests. Others ...
