Suspend the Work-Study program and the smaller financial aid programs such as Washington Scholars, WAVE (Washington Award for Vocational Excellence) and Future Teachers Scholarship and more Increase funding for the worker retraining program at the community and technical colleges. Unemployment levels are surging, and adding capacity at the two-year colleges to retrain 2500 more people for new careers will help boost economic recovery while giving individuals crucial skills to succeed in the marketplace. Reduce the State Need Grant program. This program serving students with family incomes of up to $55000 will be changed to serve lower-income students, who will receive smaller grants. About 12300 students will no longer be eligible for the program. This will lead to the firing of thousands of low-wage immigrant workers with years of seniority and accrued benefits. The benefit of this action will be reaped by the audited companies who will gain massive savings on their labor costs by getting rid of higher paid workers with benefits and hiring new workers at the entry-level pay rate with no benefits. Many companies will surely turn to subcontractors, such as temp agencies, to bring in immigrants, but with the advantage of paying out at the minimum rate without benefits. All ICE has accomplished with this enforcement action reward business with lower pay and benefits for workers while forcing many workers into unemployment situations where they can't provide for their kids (most of whom are US Citizens).
