On June 1, 2009, the US government will implement the full requirements of the land and sea phase of WHTI. The proposed rules require most US citizens entering the United States at sea or land ports of entry to have a passport, passport card, or other travel document approved by the Department of Homeland Security. o CHILDREN: US citizen children under the age of 16 will be able to present the original or copy of their birth certificate, or other proof of US citizenship such as a naturalization certificate or citizenship card. Groups of US citizen children ages 16 through 18, when traveling with a school or religious group, social organization, or sports team, will be able to enter under adult supervision with originals or copies of their birth certificates or other proof of citizenship. US Homeland Security Secretary Michael Chertoff confirmed Thursday that Canadians can use enhanced driver's licences when entering the US by land crossings. Canadian officials had been pressing for an alternative to passports, saying they are expensive. While Washington's decision on the Western Hemisphere Travel Initiative is due soon, Chertoff indicated the new high-tech licences would be approved. 'Next year, we'll be implementing a rule in stages that will require ... either a passport, a passcard, Nexus card or enhanced driver's licence to cross the land border,' he said during a speech to a Washington trade symposium hosted by the US Customs and Border Protection agency. Such licences, which aren't yet available, would contain proof of citizenship. Several provinces, including Ontario, Quebec and Alberta, are keen to develop the required licences. Ontario Transportation Minister Jim Bradley said Chertoff's comments mean the provinces can take the next step in discussions with Ottawa about the new licences. A project using high-tech licences at border points between British Columbia and Washington state is expected to start early next year. Air travellers entering the US already need passports. Americans are now forbidden by Federal regulations from leaving or entering the USA, anywhere, by any means — by air, by sea, or by land, to or from any other country or international waters or airspace — unless the government chooses to issue you a passport, passport card, or "enhanced" drivers license (any of which "travel documents" are now issued only with secretly and remotely-readable uniquely-numbered radio tracking beacons in the form of RFID transponder chips), or unless the Department of Homeland Security chooses to exercise its standardless "discretion" to decide — in secret, with no way for you to know who is making the decision or on what basis — to issue a (one-time case-by-case) "waiver" of the new travel document requirements.
