"I will not sign a plan that adds one dime to our deficits -- either now or in the future." (Remarks by President Obama to a Joint Session of Congress, September 9, 2009) This afternoon Budget Committee Ranking Member Ryan walked through why the bill put forward by Democrats FAILS the President's deficit test. -- The Majority Leader said the bill scores as reducing deficit by $131 billion over the next 10 years. First a little bit about CBO: I work with them every single day; very good people; great professionals. They do their jobs well. But their job is to score what is placed in front of them. And what has been placed in front of them is a bill that is fill of gimmicks and smoke and mirrors. Now what do I mean when I say that? First off, the bill has ten years of tax increases and ten years of Medicare cuts to pay for six years of spending. The true ten year cost when subsidies kick-in? $2.3 trillion. The bill is full of gimmicks that more than erase the false claim of deficit reduction: - $52 billion of savings is claimed by counting increased Social Security payroll revenues. These dollars are already claimed for future Social Security beneficiaries, and claiming to offset the cost of this bill either means were double-counting or were not going to pay Social Security benefits. - $72 billion in savings is claimed from the CLASS Act long-term care insurance. These so-called savings are not offsets, but rather premiums collected to pay for future benefits. Senate ...

We are half-way through Virginias 2010 General Assembly session. Its been a season of snow in a blizzard of bad news about Virginias budget. From GOP Retreat in Baltimore: REP. PAUL RYAN (R-WIS.): Mr. President, first of all, thanks for agreeing to accept our invitation here. It is a real pleasure and honor to have you with us here today. OBAMA: Good to see you. Is this your crew right here, by the way? RYAN: Yes, this is my daughter Liza, my sons Charlie and Sam, and this is my wife Janna. OBAMA: Hey, guys. RYAN: Say "hi" to everybody. (LAUGHTER) I serve as the ranking member of the Budget Committee, so I want to talk a little budget, if you don't mind. OBAMA: Yes. RYAN: The spending bills that you have signed into law, the domestic and discretionary spending has been increased by 84 percent. You now want to freeze spending at this elevated level beginning next year. This means that total spending in your budget would grow at 300ths of 1 percent less than otherwise. I would simply submit that we could do more and start now. You've also said that you want to take a scalpel to the budget and go through it line by line. We want to give you that scalpel. I have a proposal with my home state senator, Russ Feingold, a bipartisan proposal, to create a constitutional version of the line- item veto. (APPLAUSE) The problem is we can't even get a vote on the proposal. So my question is, why not start freezing spending now? And would you support a line-item veto and helping us get a vote on it in the House? OBAMA: Let me respond to the two specific questions, but I want to just push back a little bit on the underlying ...

He was the perfect political superhero, sent to rescue California from spend-happy politicians at just the right time. And yet Arnold Schwarzeneggers reign as governor has turned into a disaster flick that could spell catastrophe for the Golden State—and the whole nation. In 2003's historic recall election, the former Mr. Olympia pummeled dozens of candidates—from incumbent Gray Davis to former child actor Gary Coleman to porn star Mary Carey—on the road to Sacramento. He promised to abolish the odious car tax hike implemented by Davis. And to balance the budget, cut taxes and spending, and make California more business-friendly. "He promised to stop the crazy deficit spending, cut up the credit cards, live within our means. And he did exactly the opposite. Schwarzenegger increased spending faster than we saw under Gray Davis," says Rep. Tom McClintock (R-Calif.), who was a state senator—and one of Arnold's challengers—six years ago. Now the Golden State faces yet another spending-induced catastrophe. California could simply go broke by July. Sacramento reacted to the latest crisis by passing a massive tax increase in February, squeezing another $1100 from the average family. Even the dreaded car tax, the issue that catapulted Arnold to office, is back. How could it all have gone so horribly wrong, especially after it looked so wonderfully right? Well, it turns out there's a force in California politics that's much more powerful than the Governator: a culture of spending ...

Congressman Paul Ryan, Ranking Member of House Budget Committee, makes plea to colleagues at markup of FY2010 Budget Resolution: "I believe America is an exceptional nation. It is exceptional. It is the greatest nation on earth. It has done more to bring prosperity, wealth, and growth, and lift people out of poverty than any other nation in the history of this planet. We are a very strong nation in so many ways. We are not the kind of a nation that is going to be defeated by outside forces. We are not the kind of a nation that is going to be defeated by some other country's military. But we are the kind of a nation that if we dont watch it we could defeat ourselves from within. That is exactly is what this budget proposes to do in my opinion. "This budget proposes to increase our national debt by more than all prior 43 presidents combined. We are going to double the national debt within five-and-a-half years and triple it in ten years. We are going to impose a nearly two trillion dollar tax increase on our economy on everyone in the middle of a recession. And we are going to do this because we think that government has all of the answers. We think that industrial policy bureaucrats, health care bureaucrats, education bureaucrats, energy bureaucrats can better organize these affairs in our lives than we ourselves can. We disagree. We think the strength of this economy, the strength of this country, is its people, not its government. "We are a people with a government, not ...
The truth is that if you taxed them (top 2%) at a rate of 100%, you still would not raise enough money to pay for all of his wasteful spending, but what you would do is leave our economy a basket case, which would result in less revenue being collected. Total government receipts have averaged 17.9% of GDP since WWII. If our budget this year represented that figure, then it would only be 2.506 trillion dollars based on a GDP of $14 trillion. So one might think that our fiscally responsible President Obama would be somewhere in that ballpark with his new budget, but no, he has instead proposed a budget costing $3.7 trillion, which is 26.4% of a GDP of $14 trillion. Does this man have no morals? Where does he think this money will come from? How much longer will the rest of the world believe that "some day" we will get our financial house back in order? So what planet does Obama live on? Is he serious that he wants us to spend over 26.4% of our nations GDP just to fund the federal government? Will the people of this country ever wake the Hell up and realize that this man is leading us down a road to total economic collapse even worse than that of the Great Depression? I sure hope they will, and if they do, I hope they kick every last big spending politician out on their butts, which would only leave 30 or so left out of 536. After that, we could start over, and do it the right way. jbranstetter04 The 2% Illusion President Obama has laid out the most ambitious and expensive ...
