(composite video) Two Chinese naval ships have arrived in Sydney as part of friendly 'nation to nation' ties part of growing military co-operation between Canberra and Beijing. The training frigate Zhenghe and multi-role missile frigate Mianyang will be in port until Friday before sailing to Darwin. Two Australian sailors joined the Zhenghe for the (stormy) voyage from Auckland (New Zealand) to Sydney. The commander of the Australian Fleet, Rear Admiral Stephen Gilmore said the Chinese warships and crew were welcome and that Canberra was committed to developing "strong and positive'' defence relations with China - a move which would contribute to regional security and stability. "This visit builds upon previous Navy-to-Navy engagements with the PLA (Peoples Liberation Army) and is a sign of the growing maturity in our defence relationship with China,'' Rear Admiral Gilmore said. The training ship Zhenghe is carrying more than 400 crew. Mianyang, a 2400-tonne missile armed frigate is accompanying the training ship. www.theaustralian.com.au Everything shipshape ... in bilateral fashion - ALTHOUGH the greeting was festive and the speech cordial, there was no escaping the fact that the arrival in Sydney of two Chinese navy ships yesterday carried some symbolism. As debate simmers over how we should balance our relationships with China and the United States, the training ship Zhenghe and the frigate Mianyang were welcomed by lion dancers and a naval band as they steamed into ...

AUCKLAND, Sept. 11 (Xinhua) - Two Chinese Navy ships arrived here in New Zealand's largest city Saturday on a four-day visit to the South Pacific country. It is the fourth visit by Chinese Navy ships since China and New Zealand established diplomatic relations in 1972. At about 10 am local time (2200 GMT Friday), the training vessel, Zhenghe, and the frigate, Mian Yang, slowly entered Queen's Wharf under the guidance of a New Zealand Navy ship, Wellington. The Chinese Navy fleet was warmly received by Royal New Zealand Navy Maritime Component Commander Ross Smith, Chinese Ambassador to New Zealand Xu Jianguo, and a huge crowd of overseas Chinese. After the welcoming ceremony, Commander Smith and Ambassador Xu stepped onto the Zhenghe training vessel and held a short meeting with Chinese Navy Rear Admiral Leng Zhenqing, who serves as the commander of the visiting formation. Rear Admiral Leng then headed toward Devonport Navy Base on Auckland's North Shore, the home of the Royal New Zealand Navy, to meet senior New Zealand military officials. Smith told Xinhua he was very glad to see Chinese Navy ships visit New Zealand and he expected the Royal New Zealand Navy could conduct joint training with the Chinese Navy. Leng said the visit was part of efforts to construct a harmonious world and a harmonious ocean and was also conducive to improving the level of military cooperation between the two countries..... ATASCADERO, California -- Confusion ensued when an organizer of SoCal Martial Law Alerts (SCMLA), Kim M., tried to determine the true weight of two First-Class letters to Congresswoman Lois Capps (D) California that had been returned due to "postage due." Since each envelope had contained only six sheets of paper and since Kim M. had previously been able to mail envelopes containing 10 sheets of paper each without incurring "postage due" fees, she suspected that a weighing error had been made. Kim M. first went to Perry's Parcel, an independent mail and shipping service in Atascadero, California, to purchase additional postage for the two envelopes, but when the clerk weighed the envelopes on their postal scale, it showed that each of the letters weighed only .60 ounces -- well under the one-ounce limit for First Class postage. But when Kim M. took the letters to an United States Postal Service (USPS) office in Atascadero to dispute the "postage due," their scale showed that the letters each weighed 1.1 ounces -- a difference in weight of half an ounce from the scale at Perry's Parcel. When questioned about the large difference in weight between the two scales, the postal clerk shrugged and said, "Ours are regulated. Theirs are regulated by them." When the same Post Office's automated postage machine showed that an envelope and six sheets of paper weighed 1.3 ounces -- a difference of .70 ounces from the postage scale at Perry's Parcel -- Kim M. then went to several ...

China Executes Briton Akmal Shaikh Despite Appeals for Mercy - "British citizen Akmal Shaikh was executed by Chinese authorities yesterday for smuggling heroin. As reported earlier on CDT, the case was regarded as controversial given Shaikhs familys claims that he had a mental illness and had been manipulated by a gang into smuggling the drugs..." chinadigitaltimes.net Experts defend China's execution of British drug smuggler - "According to China's Criminal Law, the death sentence given to him is legitimate and it has nothing to do with human rights concerns," said Wang Mingliang, professor of criminal law at Shanghai-based Fudan University..... "Some Western countries also retain capital punishment, and its existence does not equate to a lack of human rights," Wang said. Xue Jinzhan, professor of criminal law at the East China University of Political Science and Law, also in Shanghai, said the administration of the death penalty related to a country's history, culture and other conditions. China strictly enforced the law without discrimination in handling the case, Chinese legal experts told Xinhua..... "It would have interfered with China's judicial authority if the senior leader had accepted Brown's request. How could a criminal be exempted from the death penalty only because he was British?" Wang said. Experts said courts in China had the right to decide whether a psychiatric assessment was necessary. "The court, based on available evidence, decided not to do the ...
